PLA Study Warns Chinese Cities to Prepare for Possible Nuclear Attack, Flags Japan as ThreatDanger Signal’

According to the report, “Japan has still not acceded to the Treaty on the Prohibition of Nuclear Weapons, and the current Japanese government is even openly considering revising the principle of ‘non-introduction of nuclear weapons’ within its ‘three non-nuclear principles’, sending a major danger signal to the international community.”
A new study linked to China’s People’s Liberation Army (PLA) Rocket Force has warned that Chinese cities must strengthen their preparedness for the possibility of a nuclear attack, while specifically identifying Japan as a growing danger to international security.
The study, reported by The Times of India and originally highlighted by the South China Morning Post, does not predict an imminent nuclear war. Instead, it assesses a range of scenarios in which a limited nuclear attack could occur, including an attack by a smaller nuclear-armed or potentially nuclear-capable state or by a terrorist organisation.

The report reportedly concluded that the possibility of a large-scale global nuclear war remains “relatively low”. However, it warned that this does not eliminate the possibility of a single nuclear attack against a neighbouring country or a major city.
“However, the possibility cannot be ruled out that small or medium-sized nuclear-armed or potentially nuclear-armed states, driven by geopolitical or religious conflicts, could carry out a single nuclear-weapon terrorist attack on neighbouring countries or on key cities of major powers,” it said.
The study was produced by researchers from the PLA Rocket Force Characteristic Medical Centre and was published in the peer-reviewed Chinese Journal of Radiological Health. According to the South China Morning Post, the research focused substantially on the medical and emergency-response consequences of a nuclear attack on a major Chinese city.
Japan singled out as a nuclear concern
One of the most politically significant aspects of the study is its explicit focus on Japan.
The PLA researchers criticised Japan for not joining the Treaty on the Prohibition of Nuclear Weapons, adopted in 2017. They also pointed to debate in Japan over its long-standing “three non-nuclear principles” — the policy of not possessing, producing or permitting the introduction of nuclear weapons.
The study stated that Japan’s position represented a “major danger signal” to the international community.

The warning reflects longstanding strategic mistrust between Beijing and Tokyo. China has repeatedly accused Japan of pursuing “remilitarisation” and has expressed concern about the country’s advanced nuclear-energy infrastructure and technological capacity.
The Times of India report also cited a Chinese government assessment released earlier this year which alleged that Japan could possess the technological and economic capability to rapidly develop nuclear weapons. The Chinese assessment further claimed that Japan had a comprehensive nuclear-fuel cycle and substantial nuclear-industrial capabilities.
China acknowledges that global nuclear war remains unlikely
Despite the strong language concerning Japan, the PLA study did not conclude that a major nuclear confrontation between the world’s principal nuclear powers was imminent.
Instead, it drew a distinction between a full-scale nuclear war and a limited nuclear attack.
The researchers reportedly assessed a large-scale global nuclear war as relatively unlikely, while warning that a smaller attack could emerge from regional conflicts, geopolitical disputes or religiously motivated violence.
This distinction is important because the study’s central concern appears to be the vulnerability of densely populated cities to a single nuclear detonation rather than the prospect of an immediate nuclear exchange between major powers.
The researchers warned that Chinese cities could not assume they would be immune from such an event.
Study models nuclear attack on a major Chinese city
The PLA medical researchers also examined what could happen if a major Chinese city were struck by a single, relatively low-yield nuclear weapon.
Their analysis drew on historical information from the 1945 atomic bombing of Hiroshima as well as nuclear-attack simulations conducted in other countries.
The researchers identified several major challenges that emergency services would face, including radiation exposure, widespread social disruption and large numbers of victims suffering multiple forms of trauma.
A nuclear explosion, the study suggested, would present a fundamentally different medical challenge from a conventional disaster because hospitals and emergency responders would have to deal simultaneously with blast injuries, burns, radiation exposure and potentially contaminated environments.
Even a relatively small nuclear attack could therefore place enormous pressure on a city’s emergency and medical infrastructure.
Beijing urged to expand emergency response capabilities
The study says China has already developed an emergency rescue network in Beijing involving more than 30 bases designed to respond to casualties from a nuclear attack.
However, the researchers called for additional expansion of medical capacity, more specialised personnel and increased training.
They also recommended that local authorities maintain emergency stockpiles containing items such as antibiotics and radiation-protection equipment.
The researchers reportedly urged that these supplies be kept in a state of “combat readiness”, reflecting the study’s broader argument that preparations for a nuclear emergency must be undertaken before an attack rather than after one occurs.
Public education also identified as critical
Beyond military and medical preparations, the PLA researchers emphasised the importance of educating the public about nuclear and radiation emergencies.
They recommended stronger public awareness campaigns covering radiation safety, emergency procedures, rescue protocols and protective measures.
According to the study, effective public education could help prevent panic and irrational behaviour following a nuclear incident.
The researchers argued that the medical consequences of even a low-yield nuclear terrorist attack could be substantially more complicated than those associated with an accident at a civilian nuclear facility.
Such an incident, they reportedly concluded, would represent a “huge test” of the medical capabilities of any affected city or country and therefore required authorities to “prepare for a rainy day”.
Wider implications for East Asian security
The study comes against the backdrop of increasing strategic competition in East Asia, particularly between China and Japan and between China and the United States.
Japan has significantly strengthened its defence posture in recent years, while deepening military cooperation with the United States and other Indo-Pacific countries. Beijing views some of these developments as evidence of Japan’s return to a more assertive military role.
At the same time, China is expanding and modernising the PLA Rocket Force, which is responsible for a major portion of the country’s land-based missile forces, including nuclear-capable systems.
The result is a regional security environment in which conventional military competition, missile development, nuclear deterrence and concerns about escalation increasingly overlap.
The PLA study therefore serves two purposes: it is presented as a medical and civil-defence assessment of the consequences of a nuclear attack, but its emphasis on Japan also reveals the broader strategic anxieties surrounding China’s security environment.
A warning rather than a prediction
Importantly, the study should not be interpreted as evidence that China believes Japan is preparing an imminent nuclear attack.
Rather, it presents a contingency scenario and argues that Chinese cities should be prepared for low-probability but potentially catastrophic events.
The report’s emphasis on emergency medicine, civil defence, public education and stockpiling suggests that its immediate concern is preparedness and resilience.
Nevertheless, its decision to explicitly identify Japan as a “major danger signal” gives the study considerable geopolitical significance at a time when tensions over military expansion and nuclear capabilities are becoming increasingly prominent in East Asia.
The warning also highlights a broader dilemma confronting the international community: although the probability of a full-scale nuclear war may remain relatively low, the consequences of even a single nuclear detonation in a major city would be devastating.
China, through the PLA study, is effectively arguing that governments cannot afford to prepare only for the most likely scenarios. They must also prepare for catastrophic events whose probability may be low but whose consequences would be extraordinary.
