NIN UPDATE: FG approves enrolment centres nationwide, as NIMC clarifies BVN/NIN link

President Muhammadu Buhari led Federal Government has approved 173 centres and 30 state government institutions to conduct enrolment of all persons including legal residents into the National Identity Database (NIDB) on behalf of the National Identity Management Commission (NIMC).

This was reportedly disclosed on the National Identity Management Commission (NIMC) website on Wednesday titled, ‘Approved Data Capturing Agents (Digital Identity Ecosystem)’ on Wednesday, although our investigations revealed that the Minister of Communications and Digital Economy, Dr. Isa Ibrahim Pantami, gave the approval for the 173 centres a week ago.

“The Honorable Minister of Communications and Digital Economy, Dr. Isa Ali Ibrahim (Pantami), has approved the licensing of 173 Agents and 30 State Governments/Public Sector Institutions to conduct enrolment of all persons including legal residents into the National Identity Database (NIDB) on behalf of the National Identity Management Commission (NIMC).

“Pursuant to the above, find the list of all the successful firms who satisfied all the evaluation criteria as stated in the Advert for the Expression of Interest (EOI) of each of the respective categories in full.

“The Commission congratulates all those who have been cleared to conduct enrollment of all persons on behalf of NIMC for data capture services,” the source had reported a week ago.

The latest disclisure was coming 24 hours after The DEFENDER published a report titled NIN UPDATE based on its monitoring of the process in Lagos State on Monday December 22, 2020 with particular focus on activities at National Identity Management Commission (NIMC) located within the Lagos State Command Headquarters of the Nigerian Security and Civil Defence Corps (NSCDC), Alausa, Ikeja.

At the end of the update, The DEFENDER made recommendations for registration centres to be opened in each of 20 Local Government Secretariats with the NIMC Office making 21 centres in Lagos.

It said if 10 Machines are provided for each centre and each of the 10 registers 100, then 1,000 persons will be registered per centre multiplied by 21 centres across the state, making it possible for 21,000 persons in total to register per day in one state and that, if Lagos is used as template, it means 21 centres multiplied by 36 plus the Federal Capital Territory FCT), Abuja, to complete 37.

The DEFENDER’s recommendation continued that if 21,000 persons therefore register in each of 37 Federating Unit including Abuja, it means 777,000 Nigerians will register per day and so that, by this method, in no distant time, all agitations about deadline, failing which SIM Cards will be blocked, will vanish as everybody will have satisfactorily been registered.

The DEFENDER reports that that the Minister of Communications and Digital Economy, Dr. Isa Ibrahim Pantami, had issued a two-week ultimatum to private telecom operators (PTOs) to block phone numbers without NIN.

Also, all registered persons can retrieve their NIN by dialling *346# on their registered phone number for all the major networks.

Although not officially confirmed, this online newspaper published a reported source Wednesday that telecoms subscribers, who have not gone through the registration process at NIMC, can as well get an automatically generated NIN, if they had registered for Bank Verification Number (BVN) when it was started in 2014 and January 2015.

In the report, we however made it clear the uncertainty of whether those that registered for BVN after 2015 can also get their NINs without going to NIMC, as many that read the publication confirmed to us they successfully got their NINs having had BVN already but did not state what year they did.

NIMC reacts to the claim

According to a media report, NIMC’s spokesperson, Kayode Adegoke, explained that, while it is true that the Commission have harmonised its data with some BVN data, it is still necessary to go to NIMC registration centre first to register and be captured as, according to him, the BVN idea is incomplete “until you register with NIMC.”

Reacting specifically to the viral claim, Adegoke was quoted to have said:

“The information is incorrect. We have linked our data with BVN. People need to come to our office to register. If you have not registered with NIMC, go to our centres and register.

“Truly, we have harmonised our data with some BVN data. But it is an incomplete process until you register with NIMC. if you don’t register with NIMC, efforts to generate your NIN will show record not found.

“For people not to have their lines cut off, they should disregard the message and register appropriately.”

The NIMC’s spokesperson described as incorrect the claim that all those who had registered for BVN automatically have NIN allocated to them.
