EXECUTIVE SUMMARY
Although PenPlus Stat Index conducted the public opinion poll, to assess voters’ awareness of their elected representatives, perception of their performance, and early political preferences ahead of the 2027 general elections, across the three Senatorial Districts (Ondo North, Ondo Central and Ondo South) of Ondo state, this particular report only represents the findings of the poll conducted in Ondo North Senatorial District.
The survey covered all six Local Government Areas and seventy-two political wards in the district. A total of 12,024 respondents participated in the exercise, representing a cross-section of residents including farmers, traders, civil servants, artisans, youths and community stakeholders.
The findings reveal a very high level of political awareness among voters across the district. All respondents indicated that they are aware of their current representatives at the National Assembly, including the incumbent senator and the three members of the House of Representatives representing the district’s federal constituencies. However, the survey results show contrasting public perceptions regarding the performance of these representatives.
A significant 85 percent of respondents rated the performance and impact of the current senator as “very poor.” Respondents cited limited visibility and insufficient constituency-level interventions as key concerns influencing this perception. In contrast, 45 percent of respondents rated the performance of their members of the House of Representatives as “average.” Across the six LGAs, many respondents pointed to constituency development projects, accessibility of representatives, and grassroots engagement as the major factors shaping their positive evaluation.
In line with this assessment, 85 percent of respondents expressed dissatisfaction with the current senatorial representation and indicated a preference for a change in leadership at the Senate level ahead of the next election cycle. The poll also examined early voter preferences regarding potential aspirants for the 2027 Ondo North senatorial contest.
Among the aspirants mentioned in the survey, 90 percent of respondents indicated that they currently favour Engineer Michael Abayomi Adeyanju (a.k.a. Imole) as their preferred candidate for the senatorial seat. For the House of Representatives elections, the survey found an average approval rating for the incumbents, in other words, the respondents rated the members’ performances as average.
Overall, the poll highlights that constituency visibility, grassroots engagement, and tangible development initiatives remain key determinants of voter approval in Ondo North Senatorial District. The findings provide valuable insights into the current political climate in the district and emerging voter expectations ahead of the 2027 general election.

Methodology
The PenPlus Index Ondo North Senatorial District Poll Survey was conducted using a structured field survey approach designed to capture public opinion across all parts of the district. The survey covered the six Local Government Areas (LGAs) that make up Ondo North Senatorial District:
* Akoko North-East
* Akoko North-West
* Akoko South-East
* Akoko South-West
* Ose
* Owo
Within these LGAs, the survey was conducted across seventy-two (72) political wards, ensuring broad geographic representation of the district. A structured questionnaire was administered through face-to-face interviews conducted by trained field agents. The questionnaire focused on four key areas:
* Awareness of current elected representatives
* Perception of performance and constituency impact
* Satisfaction with representation
* Preferences for potential candidates ahead of the 2027 general elections.
To ensure reliability of responses, interviews were conducted in English and local languages where necessary, allowing respondents to freely express their views. All completed questionnaires were reviewed, collated and analyzed by the PenPlus Stat Index research team.
Sampling and data collection framework
A total of 12,024 respondents participated in the survey across the district. The respondents were selected through a ward-level distribution approach, ensuring that every political ward within the six LGAs was represented in the study. Participants included a cross-section of residents such as:
* Farmers
* Traders
* Civil servants
* Artisans
* Youths
* Community leaders
* Professionals
This approach ensured that the survey captured a broad spectrum of public opinion across socio-economic and demographic groups within Ondo North Senatorial District. Field agents collected responses through direct interviews, which helped to clarify questions and ensure accurate documentation of responses. Supervisors assigned to each Local Government Area monitored the process to ensure data accuracy, neutrality and adherence to the survey protocol.
Data analysis
Following the fieldwork, all responses were collated and subjected to quantitative analysis by the PenPlus Index research team. The analysis focused on identifying patterns in:
* Awareness levels of elected representatives
* Perception of performance
* Satisfaction with representation
* Emerging electoral preferences
Results were then aggregated at the district level to provide a comprehensive picture of voter sentiment across Ondo North. Percentages presented in the report reflect the proportion of respondents expressing specific views or preferences within the total sample size. Charts and tables were used to present the results in a clear and accessible format.
Limitations of the survey
While every effort was made to ensure accuracy and representativeness, the survey findings should be interpreted within certain limitations. First, the poll reflects opinions at the time the survey was conducted, and public sentiment may evolve as political developments unfold toward the 2027 general elections.
Second, although the survey covered all political wards in the district, individual responses are subject to the personal perceptions and experiences of respondents. Finally, the results should be understood as indicative of prevailing public opinion rather than a prediction of electoral outcomes.
Ethical Standards
PenPlus Stat Index conducted the survey in accordance with accepted research ethics and professional standards. Respondents participated voluntarily and were assured that their responses would remain confidential and used strictly for research purposes. Field agents were instructed to maintain neutrality and objectivity throughout the data collection process.
Key insights from the survey
The PenPlus Stat Index survey reveals several important trends about voter attitudes and political expectations in Ondo North Senatorial District ahead of the 2027 general elections.
1. High political awareness among voters
The survey shows that political awareness in Ondo North is remarkably high. All respondents indicated that they are aware of their elected representatives at the National Assembly. This suggests that voters in the district are politically engaged and actively monitor the activities of those representing them at the federal level. Such high levels of awareness mean that public perception of performance can significantly influence political outcomes in future elections.
2. Representation is judged by visible constituency impact
Across the six LGAs, respondents consistently identified constituency projects and community-based interventions as the most visible indicators of effective representation. This reinforces a broader political pattern in Nigeria where voters often evaluate legislators based on tangible local development initiatives, such as infrastructure support, empowerment programmes and community projects. Representatives who maintain strong grassroots engagement and visible presence tend to enjoy higher approval ratings.
3. Strong dissatisfaction with senatorial representation
One of the most striking findings of the survey is the high level of dissatisfaction with the current senatorial representation. With 85 percent of respondents rating the performance of the current senator as very poor, the poll indicates a significant gap between voter expectations and perceived delivery. This level of dissatisfaction suggests that senatorial representation may become a major issue in the 2027 political contest in Ondo North.
4. Positive perception of House of Representatives members
In contrast to the perception of senatorial representation, the survey indicates strong public approval of members of the House of Representatives representing the district. Respondents cited constituency projects, accessibility to constituents and visible grassroots engagement as key reasons for their positive evaluation. This suggests that consistent engagement with communities and visible project delivery plays a critical role in shaping public approval.
5. Early emergence of a preferred senatorial candidate
The poll results indicate a clear early preference among respondents for Engineer Michael Abayomi Adeyanju among those identified as potential aspirants for the Ondo North senatorial seat. With 90 percent of respondents expressing support for him, the survey suggests that he currently enjoys significant name recognition and public appeal among voters in the district. However, as the 2027 elections approach, political alignments, party primaries and campaign dynamics may still influence the final electoral landscape.
Political and policy implications
The findings of this survey carry several implications for political actors, policymakers and stakeholders in Ondo North Senatorial District.
1. Demand for more visible representation
The strong dissatisfaction with senatorial representation suggests that voters are demanding greater visibility, engagement and constituency impact from their representatives. Future candidates seeking the senatorial seat will likely need to demonstrate clear development-focused agendas and stronger grassroots engagement to gain voter trust.
2. Constituency development
remains central to voter approval
The survey highlights that constituency projects remain one of the most influential factors shaping voter perception. Political actors in Ondo North may therefore need to focus on community-driven development initiatives, empowerment programmes and infrastructure support to strengthen public approval.
3. Early political momentum can shape electoral narratives
The emergence of an early preferred candidate indicates that political narratives are already forming ahead of the 2027 elections.
Candidates who maintain strong grassroots engagement, public visibility and effective communication with constituents are likely to build stronger political momentum.
4. Competitive political environment ahead of 2027
Given the high level of political awareness among voters and the presence of multiple aspirants for the senatorial seat, Ondo North is likely to experience a highly competitive political environment as the 2027 elections approach. This environment may encourage candidates to present clear policy proposals, stronger development agendas and deeper engagement with local communities.
